Backup DHCP server not coming online Empty

Two W2008R2 servers. Primary goes down and backup doesn't come online after 10 minutes. DHCP Redundancy service running. DHCP scopes are being copied so the backup DHCP server's DHCP service can be started manually and everything works good. Enabled Debug, but nothing showed up in any logs or Windows error logs. Any ideas?
